Scope - Watch Norfolk’s cultural and convention center rise before your eyes. Norfolk attorney T. Howard Spainhour took this footage of the construction of SCOPE and Chrysler Hall from his office at the northeast corner of the 20th floor of the Virginia National Bank building (now Bank of America) during the two and a half years of construction. The complex opened in 1972.
