As early as 1738, Watchmen were appointed to patrol the streets at night, armed with only a club, on the lookout for fires and other dangers. They were paid less than $50.00 per year. In 1797, the Borough Council of Norfolk formally and permanently established the Watch.   Norfolk Virginia in the 1940's (7) The 1940's -- Representative of our "Decades" files, these 1940's photographs are enjoyed by service personnel who were stationed here during World War II, as well as long-time residents.
