Children of the Wolf
by Jane Yolen.
Viking Press, 1984

Jane Yolen based this novel on an actual and controversial account of feral children in India in the 1920's. Local villagers tell stories of ghosts in the nearby jungle. But the ghosts were actually two young girls who had been raised by wolves. They are captured and brought to an orphanage where an attempt is made to teach them to speak and behave like human children, but the demands made on them are too great to bear.
