James Arthur Murdaugh Portsmouth native James Arthur Murdaugh (4 April 1892 – 10 December 1962) captured hundreds of scenes of downtown Norfolk at an important turning point in the city’s history. His photographs, taken between 1959 and 1961, provide a permanent record of street scenes and buildings that will soon yield to the wrecking ball during Phase III of Norfolk Redevelopment & Housing Authority’s modernization of 147 acres downtown.
